The German Emperor who has been cruising in Northern Waters, has paid one of those dramatic visits for which he is famous by calling on the ex-Empress Eugenie on board her yacht the "Thistle," at Bergen. His recent visit to Denmark is scarcely less sensational, for Germany has risen to power at the expense of Denmark as well as of France. But for the War which gave to his grandfather Schleswig-Holstein his sea power would have been much more curtailed than it is, keeping the westerly part of his seaboard to the merest strip between the Elbe and the Ems, Holland and Belgium sheltering him from the North Sea in this direction. Starting life essentially as a soldier at the head of a great military confederation he has first despite, and afterwards by the aid of, his people built up a navy which is giving much concern to many observers, and he never enjoys himself so completely as when he is cruising on the "Hohenzollern." The Imperial yacht, which was built at Stettin in 1892, is 380 ft. long and armed with three 4'1-in. and 4-pr. guns. She displaces 4,187 tons.
