Our Scaremonger' latest suggestion is that the German Navy in lying perdu because the German warships are being reconstructed to carry larger guns.  The conjecture is not one of the most plausible, to quote Mr. Balfour.  The change to the guns of heavier calibre would mean reconstructing the barbettes, enlarging the magazines, and in fact rebuilding the whole ship internally, with the result that the vessel would probably be unseaworthy and become a greater danger to her crew that to their enemy.
