St. Petersburg has by no means quietened down, for last week the men at the railway construction works went out again and there has been a recrudescence of the trouble at the Putiloff ordnance works, while the men in many minor factories ceased working.  The authorities are taking every precaution to prevent a similar outbreak by patrolling the streets with soldiers, mounted and on foot.  Mr. Garratt recently visited the Russian capital on behalf of this journal.

Condition is Very Good, with the usisal small binding holes in the middle fold.
